The model compares a business-as-usual path against one with a policy in place. Each policy has an effectiveness rate; the waste avoided is that rate applied to the consumption you would otherwise have had.
Adoption is not instant. Behavior change usually lags 1.5 to 3 years, so the full effect of a measure lands a few years after it starts, not on day one.

Where these models go wrong
- Loopholes flip the result. California cut bag count but let thicker bags through, so total plastic mass went up. Model the mass, not the number of items.
- Substitutes aren\'t automatically greener. Life-cycle studies show paper bags need 4 to 6 times the production energy; replacing plastic often raises emissions unless the swap is genuinely reusable.
- Consumption is not production. Almost every policy targets what people buy, not what factories make. Without a global floor, production shifts to weaker-rule countries.
- Recycling starts low. Only about 9% of plastic is recycled worldwide, so a scenario that assumes high diversion is claiming a policy win, not a starting fact.
