A policy cuts waste by its effectiveness, applied to baseline use

The model compares a business-as-usual path against one with a policy in place. Each policy has an effectiveness rate; the waste avoided is that rate applied to the consumption you would otherwise have had.

Adoption is not instant. Behavior change usually lags 1.5 to 3 years, so the full effect of a measure lands a few years after it starts, not on day one.

Stacking measures gives the largest result. A combined ban, tax and recycling push has been modeled to cut plastic pollution by roughly 80% by 2040 versus doing nothing.

Where these models go wrong

  • Loopholes flip the result. California cut bag count but let thicker bags through, so total plastic mass went up. Model the mass, not the number of items.
  • Substitutes aren\'t automatically greener. Life-cycle studies show paper bags need 4 to 6 times the production energy; replacing plastic often raises emissions unless the swap is genuinely reusable.
  • Consumption is not production. Almost every policy targets what people buy, not what factories make. Without a global floor, production shifts to weaker-rule countries.
  • Recycling starts low. Only about 9% of plastic is recycled worldwide, so a scenario that assumes high diversion is claiming a policy win, not a starting fact.

How much do plastic bag bans actually cut?

Bans and fees typically cut single-use bag consumption by 25 to 50 percent, and by far more where a small charge is added. England's 5p bag charge cut usage by about 80 percent. The result depends on closing loopholes: California allowed thicker "reusable" bags, and total plastic mass rose even as bag count fell.

Is a tax more effective than an outright ban?

Often, yes. A per-item charge changes behavior while leaving people a choice, which tends to draw less resistance than a full ban. The strongest result comes from combining measures: a ban on the worst items, a charge on the rest, plus better recycling.

How much CO2 does cutting plastic save?

Plastic emits roughly 6 kg of CO2 equivalent per kg across its life cycle, so every tonne of avoided plastic saves about 6 tonnes of CO2e. An aggressive-policy scenario can cut plastic-related emissions by around half by 2040.
